The Final Environmental Impact Statement (FEIS) was  published by the State of Hawaii Office of Environmental Quality and Control in The Environmental Notice (November 8, 2021).

With the formal submission of the FEIS, pursuant to § 11-200.1-28 HAR, the Accepting Authority, the Governor, has thirty days to issue a determination on the acceptability of the FEIS.
