The 2nd Final Environmental Impact Statement (FEIS) was  published by the State of Hawaii Office of Environmental Quality and Control in The Environmental Notice (January 23, 2022).

With the formal submission of the 2nd FEIS, pursuant to § 11-200.1-28 HAR, the Accepting Authority, the Governor, has thirty days to issue a determination on the acceptability of the FEIS.
